Nehruvian tribal Panchsheel

1. Tribal should be developed along the lines of their on genius and we should avoid imposing anything on them. 

2. We should try to train and build up team of their own peoples to do the work of development and administration.

3. The tribal rights in land and forest should be protected. 

4. We should not over administer their areas and avoid multiplicity of schemes.

5. We should judge the results not by statistics or by quantity of money spent but by the quality of human character evolved.
